Europe felt a moment of respite on Monday, as the tension caused by the presentation of a new 28-article proposal for resolving the conflict appeared – briefly – to have been defused. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of missile and drone strikes on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of contrasting events captured the grim essence of the outgoing year. By day, political struggles are conducted: positive announcements are issued from different nations. Considerable effort is expended on restraining particular approaches. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the primary tool for achieving "peace".
Nighttime Reality
As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor missile launches from across the border, a capacity afforded by up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been deployed to counter approaching cruise missiles streaked across the sky – sophisticated military planes provided to Ukraine by Western partners.
Soon thereafter, Kyiv's missile defense thundered: several firings deployed against a Russian ballistic missile. This was a modern interception technology at work, probably supplied through allied countries. Every launch jolts you unexpectedly, causing tremors. The moment of terror quickly becomes sober acceptance: perhaps the hostile projectile won't cause damage this time, sparing the city from ruin and another blackout.
Continuous Dangers
Soon after, a automatic firearm engaged a unmanned aircraft in the vicinity, part of a defensive team – probably Western-made equipment. Regrettably, the shots failed to hit the opposing UAV – it pressed on overhead toward its objective.
With pauses, this carried on until dawn. Kyiv faced the early updates: seven people killed, destruction and heating outages in many homes as a result of the night's assault. As customarily, everyone still continued their routines – experiencing conflict. But those entire period demonstrated Ukraine's vital need on international aid – a need that neighboring countries are demonstrably unable to substitute in the short term.
Ineffective Peace Efforts
The comprehensive proposal from US administration generated strong feelings, controversy and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.
Every new approach from Washington follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually win the battle. This trend will, no doubt, continue.
Strategic Calculations
It is convenient to criticize particular leaders of persistently promoting Russian terms. But that does not seem to be the whole story. Washington works based on a principle familiar among experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The US administration believes that it is impossible to pressure the Kremlin to abandon the areas that it presently holds in Ukraine's south or east.
The problem is that while accepting these circumstances, US leadership does nothing to prevent Kremlin actions, through diplomacy or military means, from thinking that the current condition will not evolve additionally in its advantage in the coming year.
Opposing Positions
Therefore, Moscow is certain that the clock favors them – that Ukraine and its allies are nearing depletion. Their incentive to agree to terms that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's leadership remains supremely confident in the conclusion.
On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing civilians and areas but preventing a entire defensive failure until circumstances change in its advantage.
Existing Situation
Objectively, there are no actual prerequisites for a truce. Now, individual motivations are becoming relevant: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unacceptable, so that their priority does not move to homefront challenges. And although their objective will now be considerably more difficult after current events, it remains highly unlikely that this will change their overall approach.
These conflicting dynamics are guiding negotiations.
Assessment and Future
It took a just a single week to kill the 28 points of the current initiative. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, recent disclosures, all did their job.
While new initiatives based on previous concepts are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and reflect particular unwillingness to change the course of events, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the foreseeable future, largely rely on sustained allied backing.
